Some governance participants are indifferent and fail to exercise their governance rights. When the proportion of such inactive governance rights becomes too high, it can lead to the failure of future proposals due to insufficient total votes.
To ensure that active members can reasonably exercise their governance rights, there is a need to conditionally redeem inactive governance rights.
Appeal:
Reduce the total number of votes required
Increase governance participation and activity

Design a voting mechanism where governance rights are retained only if a member participates in voting within a set time (e.g., one year); failure to vote results in losing governance rights. Activity-Weighted Voting: Establish an activity standard for active members, apply weighted voting for those who meet this standard, or specify that only active members can participate in certain votes. Potential Issues: Reaching consensus on the activity standard; most voting systems do not support weighted voting, requiring additional development. Required Resources: Developing a new voting platform.
Time-Constrained Voting: If a member fails to vote on a matter within a certain timeframe, they lose their voting rights for that matter. Potential Issues: Reaching consensus on the voting window duration; high governance costs; potential governance disputes. Required Resources: Developing a new voting platform.

I think we can keep the Buidler Card by default and take the approach of applying for voting rights every season, but if it’s for a consensus level proposal, it’s still an overwhelming majority vote
