Proposal: Financing Working Group proposal

Hi guys. I am excited to announce that LXDAO has successfully passed Stage1, and we are ready to move forward with Stage 2! However, as our self-funded treasury is running out soon, we must raise additional funds and resources to support the growth of LXDAO.
